Job Purposes
- Being primarily responsible for managing and overseeing all import and export
customs activities to ensure full compliance with applicable customs laws and
regulations;
- Having operational responsibility for customs activities in Vietnam and
provides strategic oversight and long-term governance of customs compliance
across company locations in Asia;
- Working closely with relevant departments to ensure customs requirements are
correctly implemented in procedures and work instructions;
- Providing customs-related training for new employees and conducts regular
refresher training;
- Reviewing customs declarations and related documentation for accuracy and
legality and to stop any shipment or customs transaction in case of suspected
or identified customs non-compliance;
Major Accountabilities
- Responsible for liquidity report that require deep analysis in material flow
from incoming until export to customers;
- Provide overall governance and management oversight of import and export
customs activities, ensuring compliance with applicable customs laws and
regulations;
- Hold operational responsibility for customs activities in Vietnam and provide
strategic oversight of customs compliance across company locations in Asia;
- Advise management on customs-related risks, implications and controls related
to business decisions, supply chain design and operational changes;
- Establish, review and continuously improve customs policies, procedures and
internal control frameworks to ensure consistency and compliance across the
region;
- Ensure correct implementation and governance of customs classifications,
valuation, country of origin and free trade agreement usage;
- Oversee customs licensing, permits, certificates of origin and post-clearance
obligations;
- Monitor customs compliance performance, key risk indicators and audit
results, and drive corrective and preventive actions where required;
- Lead and support post-clearance customs audits and manage engagement with
customs authorities when necessary;
- Ensure robust governance over material flow, duty and tax exposure, and
financial risks related to customs operations;
- Provide leadership, guidance and training to teams to ensure clear
accountability and effective execution of customs requirements;
- Collaborate with regional and global stakeholders to align customs strategy,
governance standards and best practices;
- Support the Southeast Asia Customs Compliance organization as required and
act as a regional subject matter expert for customs matters;
- Perform additional customs-related management tasks as assigned by the
Logistics Manager or Global Customs Team Leader;
Role Requirements
- Years of experience:
- - For Customs Specialist: Minimum 3- 5 years of experience with customs
liquidation report that require deep analysis in material flow from incoming
until export to customers;
- - For Senior Customs Specialist: Minimum 7 years in the similar position, in
which 5 years of experience with customs liquidation report;
- Bachelor’s degree (or higher) in Logistics/ Import-Export/ International
Trade Management or related fields;
- Business fluent English language (both written and spoken skills) is a must;
- Experience in electronics manufacturing environment strongly preferred; trade
compliance information systems is a plus;
- Strong knowledge of customs liquidity report that require deep analysis in
material flow from incoming until export to customers;
- Strong knowledge of import and export customs regulations and practices
across multiple Asian countries, with hands-on experience in at least one key
market such as Vietnam; experience with Export Processing Zones (EPZ) and
manufacturing-for-export operations is a strong advantage;
- Practical experience with e-customs systems used in Asia, including platforms
such as VNACCS/VCIS or comparable national customs systems;
- Solid understanding of non-preferential country of origin rules across Asia;
experience with Free Trade Agreements (FTAs) and regional trade agreements is
an advantage;
- In-depth knowledge of import and export customs procedures, including
licensing, permits, clearance processes and documentation requirements across
different Asian jurisdictions;
- Thorough understanding of operational procedures of shipping lines, port
authorities and other government agencies commonly involved in customs
clearance in Asia;
- Strong knowledge of ERP systems and their integration with customs, logistics
and material flow processes across multiple countries;
- Advanced computer skills, with strong proficiency in Microsoft Excel and
other Microsoft Office applications for data analysis, reporting and customs
record keeping;
