General Description and Classification Standards
The Revenue Tax Administrator is responsible for administering, monitoring, and
enforcing municipal revenue programs related to blighted property taxation,
infrastructure-related fees, special service districts (SSDs), enterprise zones
and other non-major revenue sources. This role ensures compliance with
applicable city ordinances, state laws, and regulatory frameworks while
supporting revenue integrity and equitable enforcement.
The position combines analytical, legal, and field enforcement functions,
including identifying non-compliant properties or accounts, initiating
collection actions, and coordinating with internal and external stakeholders.
Supervision Received
The position will report to the Revenue Director and Accounting Manager II
within the Department of Finance, Office of Revenue – Payment Processing
Division.
Essential Duties and Responsibilities: These are typical responsibilities for

Blight Tax Administration & Enforcement
- Identify, evaluate, and maintain records of properties subject to blight
taxation.
- Coordinate with code enforcement and planning departments to verify blight
designation status.
- Calculate and assess applicable taxes, penalties, and interest.
- Ensure tax notices are generated and sent timely.
Infrastructure Fees Management
- Administer and monitor infrastructure-related fees (e.g., impact fees,
development fees, or public improvement charges).
- Ensure proper assessment and billing in accordance with ordinances and
development agreements.
- Reconcile fee collections and track outstanding balances.
- Coordinate with public works, planning, and finance teams on fee
applicability and compliance.
Special Service District (SSD) Oversight
- Manage billing and collection processes for properties within designated
special service districts.
- Verify district boundaries, property eligibility, and assessment
methodologies.
- Respond to inquiries from property owners and stakeholders regarding SSD
charges.
- Support reporting and financial tracking of SSD revenues and expenditures.
Enterprise Zone Program Administration
- Monitor compliance for businesses required to pay enterprise zone
infrastructure fees.
- Track eligibility requirements, reporting and payment obligations.
- Conduct periodic reviews or audits to ensure continued compliance.
- Coordinate with economic development agencies on program updates and
compliance issues.
Revenue Enforcement & Collections
- Investigate delinquent accounts (including businesses that have failed to
register) across all assigned revenue programs.
- Initiate and manage enforcement actions, including:
o Issuance of notices of delinquency
o Filing of liens
o Payment plans and settlements
o Referrals for litigation or foreclosure (as applicable)
- Maintain accurate documentation of enforcement actions and case status.
- Collaborate with legal counsel, courts, and third-party collection entities
when necessary.

Minimum Qualifications
Education and Experience –
- Bachelor’s degree in Public Administration, Finance, Accounting, Urban
Planning, Law, or a related field; OR an equivalent combination of education,
skills, experience, and training may be considered as a substitute for the
required degree on an exceptional basis, with a minimum of four (4) years of
professional related experience.
- 3–5 years of experience in municipal revenue administration, tax
enforcement, code enforcement, or related field.
- Knowledge of property taxation, municipal finance, or regulatory
compliance.
- Experience with enforcement mechanisms such as liens, collections, or legal
proceedings.
Preferred Requirements –
- Experience working with blight tax programs or vacant property registries.
- Familiarity with special tax districts, enterprise zones, or economic
development incentives.
- Knowledge of state and local laws governing tax enforcement and
collections.
- GIS or property data system experience.
- Certification in tax administration, code enforcement, or public finance
(e.g., GFOA-related training).
Work Environment
- Combination of office and field work.
- Occasional site visits to properties, including those in distressed or
blighted conditions.
- Interaction with property owners, developers, legal representatives, and
the public.
