JOB SUMMARY The Senior Manager, Payroll Tax Services oversees a high-volume, multi-state payroll tax operation supporting more than 100,000 employer accounts and over $1 billion in annual payroll tax payments and filings.
The role ensures regulatory compliance, operational effectiveness, and accurate tax processing across multiple jurisdictions. This position leads teams, develops talent, and drives continuous improvement initiatives. The Senior Manager collaborates with internal stakeholders to support business objectives and deliver reliable, high-quality payroll tax services.
JOB DUTIES Lead, coach, and develop managers, supervisors, and team members, fostering accountability, transparency, and continuous improvement. Interpret, apply, and train teams on payroll tax regulations, including Fiscal/Employer Agent (FEA) requirements, Difficulty of Care exemptions, IRS Notice 2014-7, and applicable Internal Revenue Code provisions. Oversee accurate and timely completion of payroll tax reconciliations, tax deposits, quarterly and annual filings, state employer filings, annual information returns, and W-2 reporting.
Oversee payroll tax audits and ensure audit documentation is maintained, accurate, and readily available for internal and external review. Build and maintain productive relationships with federal and state tax agencies to facilitate issue resolution and operational efficiency. Partner with internal teams to support state tax account maintenance, SUTA rate management, and compliance with state and local tax requirements.
Monitor and improve performance against key performance indicators, service level agreements, compliance standards, and operational objectives. Lead hiring, onboarding, training, coaching, and performance management activities for assigned teams. Partner with organizational leaders to support business continuity and recovery planning efforts.
Resolve complex payroll tax matters through sound analysis, problem-solving, and decision-making. Direct the review and resolution of payroll tax notices, agency correspondence, and escalated tax issues. Prepare and present operational reports, compliance updates, risk assessments, and strategic initiative progress to leadership.
Identify and implement process improvements, automation opportunities, and operational efficiencies to enhance service delivery. Other duties as assigned. QUALIFICATIONS Bachelor's Degree in Accounting, Finance, or a related field preferred.
5+ years of progressive leadership experience in a high-volume, multi-state payroll tax environment, including leadership of managers, supervisors, or large operational teams. Experience with ADP MasterTax, Workday, or comparable payroll tax systems required; Dynamics Solomon experience preferred. Working knowledge of Internal Revenue Code Section 3504, shared liability concepts, and aggregate filing requirements.
Comprehensive knowledge of payroll tax regulations, including Fiscal/Employer Agent (FEA) processing, Difficulty of Care exemptions, family member payroll tax exemptions, and FICA refund procedures. CPP, CPA, or equivalent payroll tax certification preferred. Strong analytical, problem-solving, decision-making, and organizational skills.
Ability to manage multiple priorities in a fast-paced, evolving environment. Demonstrated success building and maintaining collaborative, high-performing teams. High level of integrity, professionalism, and sound judgment.
Experience leading remote teams preferred. Ability to travel up to 15% as required.
