About Job

As Senior Tax & Filings Specialist for EMEA, you are the statutory compliance expert for Multiplier's

highest-priority European markets — the United Kingdom, Germany, and the Netherlands. You own

every payroll tax filing, every statutory remittance, and every proof of payment for these countries from

end to end. You are not a support function. You are the accountable expert.

You will be one of the founding members of a team being built from scratch as part of Multiplier's Payroll

Centre of Excellence. This means real ownership, real visibility with leadership, and the opportunity to

shape how statutory compliance is managed at a fast-growing global employment platform.

Your day-to-day involves validating statutory calculations before payroll runs, submitting PAYE RTI

returns to HMRC, filing ELSTER submissions to the German Finanzamt, managing Dutch Loonheffingen

declarations to Belastingdienst, conducting three-way reconciliations after every cycle, managing tax

notices when they arise, and staying continuously ahead of legislative changes across your region.

While the Kep responsibilities will primary involve setting up the foundation for the Taxes and

Filings vertical, it will also become your responsibility to convert this into an auto pilot process,

where we ensure zero people driven activities and convert these into a highly efficient process

driven vertical.

Skills & Qualification

  • Statutory precision — you understand that in tax compliance, a 1% error rate is not

acceptable. Your standard is zero errors, and you operate accordingly.

  • Proactive mindset — you do not wait to be told about a legislative change. You find it, assess its

impact, and act on it before anyone asks.

  • Structured and process-driven — you follow the SOP, maintain the checklist, and document

everything. You do not rely on memory or informal workarounds.

  • Clear written communication — you can draft a response to an HMRC notice, update a country

playbook, and brief a non-specialist stakeholder on a complex statutory issue with equal clarity.

  • Comfortable under pressure — payroll deadlines are non-negotiable, and you thrive in

environments where that is understood.

  • Collaborative — you work closely with Global Payroll Ops, EoR Ops, Finance, and Legal, and you

communicate proactively when an issue crosses into their remit.

  • Technical Skills
  • Proficiency with HMRC's PAYE tools, RTI filing software, and HMRC Online Services — direct

hands-on experience submitting RTI returns and managing PAYE liabilities.

  • Experience with ELSTER online platform for German Lohnsteuer and social insurance reporting.
  • Familiarity with Dutch Belastingdienst online portal for Loonheffingen submissions.
  • Excel proficiency for reconciliation work — VLOOKUP, SUMIF, pivot tables, cross-referencing

large payroll datasets.

  • Experience with payroll software — ADP, Workday, SAP SuccessFactors, Ramco, or equivalent

— particularly for statutory reporting exports.

  • Familiarity with Zendesk or similar case management tools for notice and escalation tracking.

  • Experience working within a Centre of Excellence, shared services, or a structured compliance

governance framework.

  • Knowledge of additional EMEA markets — France (DSN, URSSAF), Spain (Seguridad Social),

Ireland (PAYE Modernisation), Sweden, or UAE.

  • Familiarity with EU Pay Transparency Directive requirements and their payroll implications.
  • Experience in an EoR, global employment platform, or HR technology company.
  • Professional qualification in tax, payroll, or accounting — CIPP, ATT, CTA, or equivalent preferred

but not required.

Responsibilities

  • Statutory Filing & Remittance

Own every filing and payment for EMEA Tier 1 countries — before every deadline, without exception

  • Prepare and submit all statutory payroll tax filings for the UK, Germany, and Netherlands —

including PAYE RTI submissions to HMRC with every payroll run, monthly ELSTER wage tax

submissions to the Finanzamt, and monthly Loonheffingen declarations to Belastingdienst.

  • Initiate, validate, and process all statutory remittances — PAYE and NI payments to HMRC,

Lohnsteuer and Sozialversicherung contributions to German authorities, and Dutch wage tax

payments — ensuring every payment is made before the statutory deadline.

  • Manage UK workplace pension auto-enrolment contributions — validating contribution amounts,

coordinating with pension providers, and ensuring all contributions are remitted on time.

  • Own the year-end statutory process for all three countries — P60 issuance for UK employees (by

31 May), Lohnsteuerbescheinigung for German employees, and Jaaropgave for Dutch employees

— coordinating with the Global Payroll Ops team for data and with in-country consultants for

validation.

  • Maintain an internal deadline that is at minimum 5 business days ahead of every statutory

deadline — ensuring the team always has a buffer to resolve unexpected issues without missing

regulatory cut-offs.

  • Pre-Payroll Statutory Validation

Catch errors before they enter the payroll engine — not after

  • Review all payroll inputs that have statutory implications before each payroll run — bonuses

(supplemental tax treatment), termination payments (statutory redundancy tax calculation in the

UK), ESOP vesting events, and off-cycle payments — flagging anything requiring special statutory

treatment to the Global Payroll Ops team before the run begins.

  • Validate statutory line items in the payroll register before the payroll run is approved for payment

— income tax withholding amounts, National Insurance calculations, Lohnsteuer withholding,

Sozialversicherung contributions, and Loonheffingen — ensuring every number is correct before

the payroll proceeds.

  • Apply HMRC RTI validation rules before each submission — checking for National Insurance

number accuracy, tax code validity, and year-to-date data consistency to avoid RTI rejection

errors.

  • Monitor the UK Off-Payroll Working (IR35) rules for any EMEA contractors on the EoR payroll —

flagging status determination queries to legal and the EoR Ops team before they become

compliance issues.

  • Three-Way Reconciliation & Audit Readiness

Financial integrity and permanent audit readiness — every cycle

  • Complete a three-way reconciliation after every payroll cycle for all three Tier 1 countries — cross-

matching payroll output, bank remittance records, and statutory filing totals to ensure all three

align perfectly before the cycle is closed.

  • Collect, validate, and upload all proof of statutory payment to the structured repository within 2

business days of each payment — HMRC payment receipts, German Finanzamt confirmation

numbers, and Belastingdienst payment acknowledgements — organised by country, cycle, and

obligation type.

  • Maintain the Notice Management Log for all EMEA notices — logging receipt date, response

deadline, status, and resolution. Respond to all HMRC, Finanzamt, and Belastingdienst notices

within 10 business days of receipt.

  • Support external and internal audits by providing complete, accurate, and well-organised statutory

documentation — ensuring no audit request takes more than 24 hours to respond to.

  • Legislative Monitoring & Country Playbooks

Know about regulatory changes before they affect the payroll

  • Continuously monitor legislative changes across EMEA Tier 1 countries — HMRC policy updates,

German Sozialversicherung rate announcements, Dutch Belastingdienst regulatory publications

— and update the Country Statutory Playbook and internal processes before the effective date of

any change.

  • Stay ahead of the EU Pay Transparency Directive implementation (2026) — assessing the

implications for Multiplier's EoR clients in Germany, Netherlands, and other EU markets and

coordinating with the Functional Transformation team on required process updates.

  • Engage in-country tax consultants or legal experts for complex legislative changes — particularly

in Germany (works council implications on payroll) and the UK (HMRC policy consultations) —

and translate their guidance into actionable updates for the T&F and payroll operations teams.

  • EoR-Specific Compliance

As the legal employer, Multiplier carries full statutory responsibility — you ensure it is met

  • Manage all employer-side statutory registrations across EMEA Tier 1 countries — ensuring

Multiplier's legal entities are correctly registered with HMRC, Finanzamt, Belastingdienst, and

social insurance authorities before the first employee in each country is onboarded.

  • Assess Permanent Establishment risk for EMEA EoR clients at onboarding — working with legal

to ensure that employee activities in the UK, Germany, and Netherlands do not inadvertently

create PE risk for clients, particularly for employees in revenue-generating or contract-negotiating

roles.

  • Manage all statutory obligations on EoR employee termination — UK P45 issuance, final pay tax

calculations, National Insurance deregistration, and German Abmeldung (social insurance

deregistration) — ensuring all obligations are met within statutory timelines.

Essential Experience

  • 5 to 8 years of hands-on experience in payroll tax compliance, statutory filings, or a payroll

operations role with direct statutory responsibility — specifically for UK, German, or Dutch payroll.

  • Deep, practical knowledge of at least two of the three Tier 1 EMEA jurisdictions — PAYE RTI and

HMRC obligations (UK), ELSTER and Lohnsteuer/Sozialversicherung (Germany), or

Loonheffingen and Belastingdienst requirements (Netherlands). Knowledge of all three is strongly

preferred.

  • Direct experience preparing, submitting, and managing statutory payroll filings — not just

overseeing them, but personally owning the process end to end.

  • Experience managing statutory tax notices — drafting responses, coordinating with regulatory

authorities, and resolving disputes within statutory timeframes.

  • Demonstrated experience in multi-country payroll compliance — managing multiple jurisdictions

simultaneously with different filing cadences and regulatory frameworks.

  • Track record of meeting 100% of statutory deadlines in a high-volume, fast-paced payroll

environment.
