As Senior Tax & Filings Specialist for APAC, you own the statutory compliance
for three of the most
complex and diverse payroll jurisdictions in Asia-Pacific — India, Singapore,
and Australia. No two of
these countries are alike. India's multi-layer framework of TDS, Provident Fund,
ESI, Professional Tax,
and Labour Welfare Fund — varying by state — demands deep legislative knowledge
and rigorous
process execution. Singapore's CPF system and IRAS obligations require precision
and timeliness.
Australia's Single Touch Payroll Phase 2 framework means your work is reported
to the ATO in real time
with every payroll run.
You will be one of the founding members of the Taxes and Filings team within
Multiplier's Payroll Centre
of Excellence. From Day 1, you will own the full statutory compliance lifecycle
for your countries — pre-
payroll validation, filing, remittance, reconciliation, proof of payments,
notice management, and
legislative monitoring.
This is a role for someone who has lived in the complexity of APAC statutory
payroll — who knows what
an ECR filing looks like, has navigated EPFO portal submissions, has submitted
CPF e-contributions,
and has dealt with ATO STP validation errors. If that is you, this is your role.
While the Kep responsibilities will primary involve setting up the foundation
for the Taxes and
Filings vertical, it will also become your responsibility to convert this into
an auto pilot process,
where we ensure zero people driven activities and convert these into a highly
efficient process
driven vertical.
SKILLS & QUALIFICATION
- Depth of statutory knowledge — you know what an EPFO joint declaration is,
you
understand the difference between the old and new Indian tax regimes for TDS
purposes,
and you can explain CPF allocation rates across ordinary, special, and
medisave accounts.
Your knowledge goes deep.
- Organised and deadline-driven — APAC's filing cadences are intense. You
manage multiple
deadlines simultaneously without anything falling through the gaps.
- Legislative agility — APAC regulatory environments move fast. You stay
current, you update
proactively, and you never let a change catch the payroll by surprise.
- Detail-oriented — in statutory compliance, errors compound. You check your
work, you reconcile
to the cent, and you escalate when something does not add up.
- Collaborative — you work closely with Global Payroll Ops, EoR Ops, Finance,
and the India
backup analysts, and you communicate early when issues arise.
- Direct hands-on experience with EPFO Unified Portal (ECR filing, joint
declaration, transfer
claims), TRACES (TDS challan management, 26AS reconciliation, Form 16
generation), and India
Income Tax e-filing portal.
- Experience with CPF e-Submit platform and IRAS myTax Portal for Singapore
filings.
- Experience with ATO Online Services for Agents or STP-enabled payroll
software for Australia —
STP2 submission and amendment experience specifically required.
- Excel proficiency for reconciliation — ability to handle large datasets,
VLOOKUP, SUMIF, pivot
tables.
- Familiarity with payroll software: GreytHR, Ramco, or similar for India;
Xero or MYOB for
Australia; or global systems (Workday, SAP SuccessFactors).
- Knowledge of additional APAC jurisdictions — Philippines (SSS, PhilHealth,
Pag-IBIG, BIR),
Malaysia (EPF, SOCSO, EIS, PCB), Japan (shakai hoken), or Hong Kong (MPF).
- Experience working in an EoR or global employment platform environment.

- Familiarity with India's eSalary slip compliance requirements and
professional tax across
Karnataka, Maharashtra, Telangana, and West Bengal specifically.
- Professional qualification in taxation, payroll, or accounting — ICAI,
CIMA, CPA, or equivalent.
RESPONSIBILITIES
- Statutory Filing & Remittance
Own every filing and payment for APAC Tier 1 countries — before every
deadline, without exception
- India: Prepare and submit all TDS challans (monthly Form 26QB/26QC via
TRACES/NSDL),
quarterly TDS returns (Form 24Q), monthly PF ECR filings on the EPFO Unified
Portal, monthly
ESI contribution filings, Professional Tax returns (state-specific, up to 28
states), and Labour
Welfare Fund contributions. Manage EPFO portal discrepancies and correction
filings proactively.
- Singapore: Submit monthly CPF contributions via CPF e-Submit, monthly
Skills Development
Levy (SDL) payments, annual IR8A via the Auto-Inclusion Scheme (AIS) on the
IRAS platform
(due 1 March), and IR21 tax clearance for foreign employees departing
Singapore within the
required timeframe.
- Australia: Submit Single Touch Payroll Phase 2 (STP2) event files to the
ATO with every payroll
run — validating STP data before submission to avoid ATO rejection. Process
quarterly
Superannuation Guarantee contributions to nominated employee funds. Submit
PAYG
Withholding monthly or quarterly based on withholding amount thresholds.
Manage state-based
Payroll Tax lodgements where applicable.
- Issue Form 16 (Part A and Part B) to all India EoR employees by 15 June
annually —
coordinating data with the Global Payroll Ops team and engaging in-country
consultants for
validation.
- Maintain internal deadlines at minimum 5 business days ahead of all
statutory deadlines — 10
business days for India (highest-complexity and highest-penalty jurisdiction
in APAC).
- Pre-Payroll Statutory Validation
Catch errors before they enter the payroll engine — not after
- Validate all statutory inputs for APAC countries before each payroll run —
new hire PF and ESI
registration completeness (India), CPF applicability for new joiners by
residency status
(Singapore), STP Year-to-Date data consistency (Australia) — flagging any
issues before the
payroll engine runs.
- Review variable inputs with statutory implications: India bonus payments
(subject to Bonus Act
thresholds), termination payments (gratuity calculation and tax exemption
limits), ESOP vesting

(perquisite tax treatment under Income Tax Act), and off-cycle payments —
providing statutory
treatment instructions to the Global Payroll Ops team before the run.
- Validate TDS deduction amounts against current income tax slab rates and
declared investment
proofs for India employees — particularly at the start of the financial year
(April) when new tax
regime elections are made.
- Check STP YTD data integrity before each STP submission — ensuring
year-to-date income, tax,
and super totals are consistent with previous submissions to avoid ATO
amendment notices.
- Three-Way Reconciliation & Audit Readiness
Financial integrity and permanent audit readiness — every cycle
- Complete three-way reconciliation for all APAC Tier 1 countries after every
cycle — matching
payroll output, bank remittance records, and statutory filing totals. For
India: reconcile TDS challan
totals against Form 24Q data and payroll register. For Australia: reconcile
STP YTD data against
payroll register and superannuation fund payment confirmation.
- Collect, validate, and upload all proof of statutory payment within 2
business days — EPFO
challan receipts, TRACES TDS payment challans, CPF Board payment
confirmations, ATO
payment reference numbers, and superannuation fund remittance confirmations —
stored by
country, cycle, and obligation type.
- Manage APAC notice management — EPFO discrepancy notices, IRAS tax query
letters, and
ATO amendment requests — responding within 10 business days and ensuring all
correspondence is documented and resolved.
- Legislative Monitoring & Country Playbooks
APAC regulatory environments change fast — you stay ahead of them
- Monitor Indian legislative changes continuously — Union Budget updates
(typically February),
EPFO circular updates, ESIC notification changes, state-specific Professional
Tax rate revisions,
and Income Tax Act amendments affecting TDS calculation.
- Track CPF Board rate announcements and IRAS e-Tax guide updates for
Singapore — updating
calculation parameters and filing procedures before the effective date of any
change.
- Monitor ATO legislative instrument updates for Australia — STP Phase 2 data
requirements,
Superannuation Guarantee rate changes (11.5% to 12% from July 2025), and
state payroll tax
threshold changes.
- Maintain current Country Statutory Playbooks for India, Singapore, and
Australia — updating after
every legislative change, with version control and change log maintained in
the knowledge
repository.
